توسعه مدل نیمهکمّی ارزیابی تابآوری ایمنی در صنایع فرایندی: یک مطالعه مقطعی مبتنی بر روش دلفی و با رویکرد پدافند غیرعامل

<div class="rounded" style="background: rgb(238, 238, 238); border: 1px solid rgb(204, 204, 204); padding: 5px 10px; text-align: justify;"><span style="font-size:14px;"><span style="font-family:Tahoma;"><strong><span style="position:relative;top:-1.0pt;letter-spacing:-.1pt;"><span style="color:#f39c12;">سابقه و هدف:</span><span style="color:#005c2a;"> </span></span></strong>یکی از راهکارهای افزایش ضریب ایمنی، تکیه بر ارزیابی و تحلیل تابآوری سیستم است. مطالعه حاضر با هدف توسعه مدل ارزیابی تابآوری ایمنی در صنایع فرایندی با رویکرد پدافند غیرعامل بر اساس روش دلفی طراحی و انجام شده است.<br>
<span style="color:#f39c12;"><strong><span style="position:relative;top:-1.0pt;letter-spacing:.1pt;">مواد و روشها:</span></strong> </span>مطالعه حاضر یک بررسی مقطعی بود که در فاز 19 پارس جنوبی در سال 99-1397 انجام شده است. این مطالعه دلفی طی سه دور و با مشارکت 18 نفر از متخصصان در زمینههای مهندسی شیمی و فرایند، ایمنی، بهداشت حرفهای و محیطزیست انجام شده است.<br>
<span style="color:#f39c12;"><strong><span style="position:relative;top:-1.0pt;letter-spacing:.15pt;">یافتهها:</span></strong></span> پس از سه دور مطاله دلفی، مدل ارزیابی تابآوری ایمنی بر اساس سه مؤلفه آمادگی، احتمال وقوع و پیامد رویداد توسعه یافت. بر اساس این نتایج، مؤلفه آمادگی شامل متغیرهای آمادگی سختافزاری، آمادگی نرمافزاری، آمادگی پدافندی و دسترسی به منابع بیرونی بود. مؤلفه احتمال وقوع شامل چهار متغیر تواتر وقوع رویداد، دادههای تجربی، دادههای بازرسی فنی و صلاحیت حرفهای افراد و مؤلفه پیامد رویداد شامل پنج متغیر آسیب انسانی، آسیب دارایی، آسیب فرایند، آسیب زیستمحیطی و آسیب استراتژیک بود. در این مطالعه دلفی، همه افراد تیم خبرگان مدل ارزیابی تابآوری شامل مؤلفههای تابآوری و متغیرهای هر یک از مؤلفهها را با حداقل 75 درصد سطح پذیرش تأیید کردند.<br>
<span style="color:#f39c12;"><strong><span style="position:relative;top:-1.0pt;letter-spacing:.15pt;">نتیجهگیری:</span></strong></span> مبتنی بر نظرات پنل خبرگان، نتایج این مطالعه دلفی بیانگر این بود که این مدل نیمهکمّی توسعهیافته قابلیت اطمینان مناسبی برای ارزیابی تابآوری ایمنی در صنایع فرایندی دارد؛ بنابراین، استفاده از این مدل میتواند به برآورد قابل قبولی از میزان تابآوری ایمنی در صنایع فرایندی کمک کند. </span></span></div>
<div class="rounded" style="background: rgb(238, 238, 238); border: 1px solid rgb(204, 204, 204); padding: 5px 10px; text-align: justify;"><span style="font-size:14px;"><span style="color:#f39c12;"><strong>Background and Objective</strong><strong>:</strong></span> The analysis of system resilience is one of the ways to increase the factor of safety. The present study aimed to develop a model for the assessment of safety resilience in process industries with a passive defense approach based on the Delphi method.<br>
<span style="color:#f39c12;"><strong>Materials and Methods:</strong></span> This cross-sectional study was conducted in Phase 19 of the South Pars Gas Field Development Project in 2018-2020. This three-round Delphi study was performed in three rounds stages with the participation of 18 experts in the fields of chemical and process engineering, safety, occupational health, and environment.<br>
<span style="color:#f39c12;"><strong>Results:</strong></span> After three rounds of the Delphi study, the safety resilience assessment model was developed based on the three components of preparedness, the likelihood of occurrence, and consequence. Based on the results, the preparedness component included the variables of hardware, software, and defensive preparedness, as well as access to external resources. The findings showed that experimental data, technical inspection, and the professional competence of individuals were among effective parameters in the likelihood component. Moreover, the parameters of human damage, property damage, process damage, environmental damage, and strategic and defense damage were among the effective parameters in the consequence component. In this Delphi study, all members of the expert panel confirmed the items in the algorithm, including resilience components and the variables of each component with a 75% acceptance level.<br>
<span style="color:#f39c12;"><strong>Conclusion:</strong></span> Based on the opinions of the expert panel, the results of this Delphi study indicated that this semi-quantitative model has good reliability for the assessment of safety resilience in process industries. Therefore, the use of this model can be of great in the provision of an acceptable estimate of safety resilience in the process industry.</span></div>
