This study was designed to provide a model for environmental protection in urban construction projects. Materials and Methods: This cross-sectional study was performed in 2021. In the first step, a comprehensive study was conducted with the aim of compiling an initial list of indicators of sustainable urban development. Afterward, the factors affecting the management of the urban environment were studied, and in the next step, the initial conceptual model was formed. In the final step, the validity and reliability of the model were determined through the Delphi technique and factor analysis method. The adequacy of the measurement model in structural equation modeling was examined. Data analysis was performed using SPSS (V. 19) and Smart PLS software programs. Results: The results showed that the reliability scores of structural factors (7 items), content factors (7 items), and barriers and injuries (13 items) were respectively 0.716, 0.821, and 0.831, and the amount of factor loading value for all measures was estimated above 0.4. The goodness-of-fit indices of this model included χ2/df, RMSEA, GFI, AGFI, CFI, and NNFI and were estimated at 2.25, 0.061, 0.96, 0.91, 0.98, and 0.97, respectively.
