مقدمه: کیفیت و اثر بخشی سیستم های مدیریت بهداشت، ایمنی و محیط زیست، عامل حیاتی در تحقق اهداف آنها است. توجه به نتایج و تحقق اهداف، بهبود مستمر کیفیت خدمات و محصولاتی که سیستم ارایه می‌کند، تأمین رضایت مشتریان داخلی و خارجی و انجام هدفمند امور، توجه به عملکرد سیستم و ارزیابی آنرا الزامی می‌سازد. مطالعه حاضر در پاسخ به نیاز روزافزون گروه مپنا برای به کارگیری شیوه ای علمی به منظور ارزیابی پیمانکاران خود از دیدگاه بهداشتی، ایمنی و زیست محیطی و نیاز به آگاهی از کارایی و اثربخشی سیستم ها و نیاز سازمان در آگاهی از جایگاه پیمانکاران خود در حوزه HSE توسعه یافته است.

روش بررسی: در این مطالعه ابتدا به منظور طراحی ابزار مناسب ارزیابی عملکرد، مهمترین روشها و الگوهای ارزیابی عملکرد مورد بررسی قرار گرفتند. سپس با بهره گیری از روش Focud Group مدل اولیه ارزیابی عملکرد سیستم مدیریت HSE طراحی شد. در نهایت مدل پیشنهادی در میان سه پیمانکار اصلی گروه مپنا مورد تست و تصدیق قرار گرفت.

یافته ها: الگوی پیشنهادی از 5 معیار تشکیل شد. مهمترین معیار الگو پیاده سازی فرآیند HSE بود که دارای 7 زیر معیار و 120 نکته راهنما بود. معیارهای منتخب همزمان نتایج و توانمندسازهای سازمان در حوزه مدیریت ایمنی، بهداشت و محیط زیست را پوشش می دهند.

نتیجه گیری: الگوی پیشنهادی با شناسایی نقاط قوت و ضعف سازمان در زمینه HSE و اولویت بندی پروژه‌های بهبود و همچنین نظارت بر روند و سرعت بهبود در مسیر تعالی سازمانی، امکان ارتقاء شاخص های HSE سازمانها را فراهم می آورد.
